Knowing where you stand and knowing the terrain moves no one: what remains is deciding the next step. The third part of the path turns diagnosis into execution — the portfolio of use cases, classified along three dimensions and prioritized with a framework that makes the political decision an explicit one. The chapter defines its pieces — use cases (UC) and value solutions (VS), the three dimensions, and the Citizen/City/DUAL framework — and illustrates them with an inventory of one hundred real cases in Annex A. Here the path stops being described and starts being walked.
